What customs clearance is made up of — Uzbekistan
Import duty
The base rate on passenger cars is 15% of the customs value. It is the first payment in the chain, and VAT is worked out from it further down.
Excise duty
From 1.5 to 10 USD per cc depending on the displacement and the type of engine. On a 2 000 cc engine the excise duty becomes the main part of the payment — here it matters more than the duty.
VAT
The rate is 12%, but the base is the customs value plus the duty plus the excise duty. The tax is charged “on top” of payments already charged, so the effective burden is higher than the nominal 12%.
Recycling fee
It is worked out in base calculation units: roughly from 6 to 137 BRV depending on the category of vehicle and the engine displacement.
What affects the cost — Uzbekistan
Engine displacement
The main factor: the excise duty of 1.5–10 USD per cc depends on it. The difference between 1.6 and 2.5 litres is felt here more than the difference in the price of the car.
Engine type
Zero rates of duty and excise duty apply to electric cars — the relief is announced until 2027. An electric car costs several times less than a petrol car of the same price.
Customs value
The 15% duty and, in a cascade, VAT are worked out from it. Understating the value in the documents risks an additional charge; the value is confirmed by the invoice.
The size of the BRV
The recycling and registration fees are tied to the base calculation unit, which is indexed. A calculation holds good as at the date of clearance.

Import requirements
Emission class and safety requirements follow national standards. A separate preferential regime applies to electric cars.
Order of calculation
Strictly in sequence: duty on the customs value → excise duty on the engine displacement → VAT on the total of the value, the duty and the excise duty → the recycling fee. The order matters: rearranging it produces an understated result.
Documents and authorities
The customs authority is the State Customs Committee of the Republic of Uzbekistan. The SBKTS and ERA-GLONASS are not used here: Uzbekistan is not an EAEU member and national certificates of conformity apply instead. Registration is handled by the GUBDD of the Ministry of Internal Affairs, which issues the vehicle registration certificate and the number plates.
Registration and number plates
Registration with the internal affairs authorities on payment of a registration fee: passenger cars 6.84 BRV, electric cars, motorcycles and trailers 1.5 BRV (for an EV that is around 618 000 soum). A registration certificate and number plates are issued.
If the car then goes on to Russia
Uzbekistan is not an EAEU member, so Uzbek clearance does not count in Russia: the payments are worked out afresh under the rules of the FTS. For use inside the country the local documents are enough.
