What customs clearance is made up of — Kazakhstan
Customs duty
Cars under 3 years old: a percentage of the customs value (54% where the price is up to 8 500 €, then 48%), but not less than the rate per cc — from 2.5 to 20 €/cc depending on the price. Cars 3 years old and over: by displacement only — 1.5–3.6 €/cc for 3–5 years and 3.0–5.7 €/cc for older cars. For companies, the common customs tariff under the ТН ВЭД commodity code.
Recycling fee
The base amount of 50 MRP = 216 250 ₸ is multiplied by a coefficient based on engine displacement: up to 1 000 cc — about 324 375 ₸, 1 001–2 000 cc — about 756 875 ₸, and upwards in steps. It is paid before you apply to the spetsCON public service centre.
First-registration levy
Payable on top of the recycling fee: for cars over three years old up to 500 MRP, which is about 2 162 500 ₸; for newer cars the rate is lower. In the budget segment the levy is comparable to the price of the car itself, which is why a recent car often works out cheaper than an older one.
VAT, excise duty and plates
VAT of 12% and excise duty by displacement — on a commercial import. Registration costs: the certificate 1.25 MRP (≈5 400 ₸) and the number plates 2.8 MRP (≈12 100 ₸), a minimum of about 17 500 ₸.
What affects the cost — Kazakhstan
Age of the car
The main factor: it is what the first-registration levy depends on — for cars over three years old the levy reaches 500 MRP. The difference between a car of 2 and a car of 4 years is measured here in millions of tenge.
Engine displacement
It determines the coefficient of the recycling fee and the rate of duty per cc. Engine power output does not affect the size of the fee — here the count is by displacement.
Position of the steering wheel
First registration is possible only for left-hand-drive cars. A right-hand-drive car cannot be registered whatever payments are made.
Equipment and emission standard
A class no lower than Euro 4 is required, with ABS, a driver’s airbag, an SOS button, ISOFIX mountings and daytime running lights. A single missing item blocks registration.
The size of the MRP
Every rate is tied to the monthly calculation index, which is indexed each year. A calculation made last year is already out of date this year.
Clearance and getting the plates — Kazakhstan
Import requirements
Left-hand-drive cars only, of a class no lower than Euro 4, with ABS, a driver’s airbag, an SOS button, ISOFIX and daytime running lights. The requirements are checked at registration rather than at customs — clearing a car and then being unable to register it is a very real outcome.
Customs clearance
Declaration under EAEU rules, payments before release. After release the recycling fee and the first-registration levy are paid — only then can you apply for the plates.
Documents and authorities
The customs authority is the State Revenue Committee of the Ministry of Finance of Kazakhstan. A Kazakh SBKTS is issued, and the emergency call system here is its own — EVAK (a UVEOS device), the counterpart of the Russian ERA-GLONASS. ⚠️ The Kazakh UVEOS does not meet the ERA-GLONASS requirements: if the car is later imported into Russia, the device will have to be replaced. Registration is handled by the spetsCON, and the document is the vehicle registration certificate (SRTS).

If the car then goes on to Russia
From 01.04.2026, on import into Russia the difference in the payments up to the Russian level is payable, and the EVAK device will have to be replaced with a Russian UVEOS. For use inside Kazakhstan none of this is needed.
