What customs clearance is made up of — Belarus
Customs duty
Cars under 3 years old: a percentage of the customs value (54% where the price is up to 8 500 €, then 48%), but not less than the rate per cc — from 2.5 to 20 €/cc depending on the price. Cars 3 years old and over: by displacement only — 1.5–3.6 €/cc for 3–5 years and 3.0–5.7 €/cc for older cars. For companies, the common customs tariff under the ТН ВЭД commodity code, group 87.
Recycling fee
A fixed amount rather than a percentage: 624.92 BYN for cars under 3 years old and 1 282.02 BYN for cars 3 years old and over. The relief is available only to a private individual with a category M1 passenger car for personal use.
Customs clearance
A fee for the customs operations, the temporary storage warehouse and the broker’s services. The recycling fee is registered with the customs authority — without the note confirming payment the car cannot be registered.
VAT and excise duty
On a commercial import: VAT of 20% on the value including the duty and the excise duty. A private individual importing for personal use does not pay VAT separately — it is built into the single rate.
What affects the cost — Belarus
Category of vehicle
The key factor here: the reduced fixed recycling fee applies only to M1 passenger cars. For a lorry, a bus, a motorcycle or a self-propelled machine a private individual pays the full rates, exactly as a company does.
Age of the car
It determines both the rate of duty and the size of the recycling fee: the 3-year mark doubles the fee from 624.92 to 1 282.02 BYN.
Purpose of the import
For personal use the reduced regime applies; where there are signs of a commercial import, the full rates apply and VAT is added.
Engine displacement and value
They set the rate of duty: the price fixes the percentage for new cars, the displacement fixes the rate per cc for cars from 3 years old. The displacement does not affect the recycling fee, which is a fixed amount.
Emission class
No lower than Euro 5. A car of a lower class cannot be cleared at all, even once the payments have been worked out.

Import requirements
An emission class no lower than Euro 5 and, for a private individual, the personal-use regime. Where the import is not covered by an OTTS type approval, an SBKTS is issued.
Customs clearance
Declaration at the customs authority for the declarant’s place of registration; payments are made before release. Payment of the recycling fee is recorded by customs in a separate document.
Documents and authorities
The customs authority is the State Customs Committee (GTK) of the Republic of Belarus. EAEU documents apply: the SBKTS for a private individual and the ZOETS for a company or a sole trader, and the ERA-GLONASS system with a UVEOS device — without it being activated the ZOETS will not be issued and the car will not be registered. The registration document is called the technical passport, and registration is handled by the GAI traffic police of the Ministry of Internal Affairs.
Registration and number plates
Registration with the GAI within 30 days. The state fee for the application is 0.08 of the base value, the computer services 0.04 BV; the technical passport and the plates are paid for separately. Once the documents are filed, a date is set for issuing the technical passport and the registration plates. Driving on expired temporary plates carries administrative liability.
If the car then goes on to Russia
Clearance in Belarus does not settle the Russian payments: from 01.04.2026 the difference in the recycling fee, the duty, VAT and excise duty is charged on import into Russia. If the car is being bought to be used in Belarus, this point does not concern you.
